Key/Value should make use of a "User Group" as a Key

Key/Value should make use of a "User Group" as a Key, which would then automatically show ONLY the values that are allowable for that key (user group).

Couple with another suggestion to make sure that the Value field label is visible, will make this a success!

The goal is to ensure restriction of Values shown on the value lists on a per-user-group manner. Since I do not want to restrict a UDF, or make 10 UDFs for 10 user groups, this is a great option!
