Excel Add-in won't allow import if the user doesn't have

Excel Add-in won't allow import if the user doesn't have "manage sample types" and "manage box types" privileges

This should not be a requirement for users who need to import their samples.

In order to allow them to import, I had to give everyone the power to edit sample types and box types, which is not ideal
