API can help with mandatory comment when GLP mode is enabled

Right now, when GLP mode is enabled, API cannot work at all.

As a life science company, we cannot have GLP disabled. We are now not able to use API at all. Can the code just simply force us to provide a comment when GLP mode is enabled to use API?
