Allow 'Batch Import' rights to be added to roles below Power User

Currently a user must be a power user to perform a batch import. In some environments, most users need to perform batch imports as part of their workflow. There should be a 'Perform Batch Import' right that can be added to roles below Power User.

    Hi, I think the administrator of the system can change what each role can do. If you can go to Settings and Preferences>Roles then click on the role you want to edit, click on the pen for properties and you can select the additional tasks you want them to be able to do.
